Question to anyone: If two human players, in a pbem game, manage to both successfully amass enough minerals to complete the same Secret Project in one turn, at the same time, is that project awarded to the player who happens to get his/her next turn first? I think it does, but I'm not sure?

It appears that Prime Function Qualicide of the Cybernetic Consciousness has in fact ordered Cyborg troops to commit a heinous atrocity against Hive troops in the field.

The abrupt disappearance of a Hive Rover patrol along the disputed border, and a leaked Consciousness budget report showing a newly enforced 10 year period of Economic Sanctions, confirms the obvious. Cyborg Nerve Gas weapons have be used against Hive citizens!!!

The Hive will not back down from such acts of barbarism! We shall stand firm against such inhumane acts! We shall prevail against the less-than-human machines!

The Nautilus faction is proud to serve in the International Peace Force that Sister Illiria of the noble Bene Gesserit has asked for. We are stationing one unit in the troubled border zone to our North in hopes that it's presence will serve as a reminder that cooler heads *can* prevail.

As Sister Illiria points out, we have neither confirmation from Qualicide, nor, yet, definitive proof that Q has been using weapons that would compromise the Agreement Against Atrocities. While the very presence of these weapons is cause enough for concern, it is still possible that they were deployed solely as a deterrence.

Surely, given the Hive's awesome offensive capacity, it is reasonable for a bordering state to establish such defenses as it sees fit to discourage said neighbor from employing its offensive force at a moment of perceived weakness.
