  Will taking over a city destroy it's culture?

Thinking about this culture business, it seems fair to me that when you take over another civ's city, that it should at least destroy some, if not all, it's culture. That way, you can't just immediately start collecting resources in the city at the same level as the previous owner and have to rebuild your own culture/borders into it. Can someone tell me if this is what will happen? It makes sense doesn't it?

When you take over another city some of the buildings are destroyed, therefore you will presumably only gain culture from those buildings still in the city. In this way you will need to rebuild the city improvements in order to gain effective culture points from it. This would be interesting if it caused the borders around this city to shrink due to the reduced culture points. I am not sure exactly how culture will work though.
