From the military screen screenshot, I can see that each city can support one unit for free and the rest require upkeep. The upkeep (at least for the units shown) is 1 gold per unit per turn. However, both the free support and the upkeep are accounted for nationally.

I think this is a very good system. Any thoughts?

I like the system as well. I like it alot better than giveing production shields, money is a more realistic idea. Things like this will make Civ 3 a great game. I cant wait

I definitely like that the upkeep is paid in cash rather than shields, much more realistic, and much more likely to make you feel the cash crunch in a total war. Just the same, although I HATE losing my units when their city or origin is taken, I think that if they were tied to their origin city, then if the city rebelled or joined up with another civ, the troops from that city would be likely to want to follow their host city, but then again maybe culture would come into play...Ah heck, let's just make it national to keep it easy!

Cash, great. Will we be building the IRS wonder? The Income Tax advance?

Actually I'm all for it. (not the income tax)

I like to idea of national upkeep as it stops me lossing unit if a city is captured. In real life just because a city is in enemy hands does not mean that it disappears. So this is a much better idea.
