Okay, I was thinking along the lines of colonization. Let's say that in order to build a certain unit, you must have the certain amount of production + you must trade or acquire a certain resource that it requires, such as gunpowder units would require gunpowder, tanks would require gunpowder and petroleum--and they can be "bought" like colonization did but at a very high price. This means that if you blockade a certain country from certain resources, they cannot fight as well. The resources would only be required when all shields (production tiles) are finished.I'm not sure whether this would make the game a little too complicated though.
