I think there should be an added button in the city screen that says: "Order Draft". you would click on this to order the national draft. When you clicked on it, it would take you to another screen, where it would show a listings of all your cities. here you would pick each city the draft would be ordered in, and what units you would want. every unit created from the "draft" would be taken from the pop (like all units should). when you order the draft, every unit you order will be built in half time. this would be good for when your enemy gets to womping you, and you need units fast.
