This would add some more diplomacy to the game... In the early part of the game, to "infiltrate" (establish embassy in Civ2) you would send your diplomat, ambassador, etc. to the other civ's capital, much like it is now. However in the later part of the game this would be inadequate, and you would have to make a request to the other civ to have an embassy constructed in their capital. This embassy would be a normal structure, and so could be subject to being destroyed, sabotaged, etc. If, say, a civ destroys another civ's embassy, then there could be major repercussions.

Great idea! I like it. I would also add that when you have an embasy in another civs capital, it would allow you to vew the city (maybe that has already happened.

Embassies could be extended much more - it could form the basis of a new diplomacy system. For example, setting up embassies can only be done with civs that you're at peace/alliance with. The embassy is then manifested in the other civ's capital as a building. That building can be demolished if the other civ so wishes. Also, as well as the embassy granting the usual intel on the other civ, it also allows spies to perform extra tasks if the spy is trying to penetrate the capital.
