Something really essential which is missing in Civ2 is a Code of Laws system.

I know the code of laws are regulated by the goverment type, but shouldn't it be regulated (optionally) by the player?

If the player could regulate their own laws they could make a custom government or adjust an existing goverment and thereby changing the conditions of your civ.

What my point is that the political model in civ is a bit non-existent. The minimal thing what I think should be implemented is the probablity that your civ can *really* revolt... not just go to anarchy.

But more something like that 20%-40% of your cities revolt, which get the status "Rebel faction" and you have xx turns to regain control of the rebel cities. If you don't regain control they become a seperate civ.

The chance of revolution can be linked to the type of government, use of nuclear weapons, environmental issues, war issues, etc.

These factors really are crucial to a more realistic civ game. This model shouldn't compromise the simplistic interface.

Think about it... you have a civ with a democracy.. then suddenly you change to fundamentalism or communism.. while you're people still stay happy. A player shouldn't be able to change governments so easy to suit their wishes, ie. preparing for war, etc.

To change to a specific government you would need certain conditions.

Like you would need unhappy people to invoke communism or fundamentalism.

Because imagine an happy democratic people would never allow such a change.

I think that a democracy can be subverted, but you would have to deal with certain other factions in the government. Likewise with any government. However, I suppose that this would be true with any type of government. However, think that there needs to be real anarchy- the military disbands, the cities get raided, improvements are destroyed, etc- if the change is drastic. Just for a little realistic flavor.
