This would just be a simple addition to the game - I know in Civ2 partisans are generated when a town is lost, but how about the system is changed a little?

Instead of in Civ2 where the amount of partisans created when a city is lost is tied directly to the size of the city, how about only limited number of partisans are generated. And then instead, you are given the option to fund an underground resistance movement which would create more partisans or other types of units.

This would make the game better because a town that's in the middle of no where could still be liberated (even though you have no troops anywhere nearby) simply because you got heaps of free partisans.

I know this is only a minor thing but I feel the it's going to the all the minor changes from Civ2 that will decide whether or not Civ3 will really be that good.

I got the idea from your partisan thread, but I didn't put this idea in there 'cause I thought your idea was a lot more involved than this one. This idea is just a small thing - but then again, lots of small things makes up a big thing!

a great thread btw .

anyway I think that Partisans should have stealth and agent capabilities , and partisans should be taking shields and food from their home city ... like the local population supporting a resistance movement , huh ?
