Something that seemed wrong in CivII was how the AI would all gang up on the human. To compensate for the 6 on 1 type of gameplay, the AIs are made so a human is about six times smarter than them. In Civ3, they should have AI players be as good as the humans, but not gang up on the human to make things more realistic

you know silverdragon : its the other way around : they couldn't make an AI strong enough so they gave them perks as production advantages ( with the hardness level increase ) and that gangup thing .
but the conlcusion is right . the AI MUST be MUCH better !

BTW, is it even possible to make pacts with AI players against another AI player like they do to "tame your civ's aggression"?

I agree much with SilverDragon!
A strong nation not only arouses jealousy but also attracts a lot of parasite.. -um- satellite powers trying to step to the winner's side.
So, from some point on the temporal axis the weaker nations try to attach to the strongest one via treaties and pacts, just as on the other hand the follow-ups gather to confront the superpower - that means building blocks. This very well represents political development in the 20th century.
Granting the possiblity of minor victories (as in scenarios) for nations allied to the winner may encourage smaller parties -already beaten- trying to participate in the victory of another player, as long as they have still left enough support to offer to play a role.
