The Panzer General System, used in all the 'general' games, was a great way of introducing a little more complexity and depth to new players while still being fast and easy.

Wouldn't a Panzer General-esque combat system be great for Civ III? It has much better air transport, naval and air rules, ect. All it would need is a few adjustments to include city improvements.

yes, the ranges are good. For example, a pillbox can't attack even adjacent units while a battleship has a huge range.

Problems with civ: -The map scale would have to be much larger or this system could only be used on a zoomed in 'tactical combat window' or something (which in in the original Civ2 preview in PC Gamer Sid Meier says he thought about putting in as an option for civ2!).

-Supply and Ammo: in panzer general these just are available out of nowhere, maybe they could be commodities depending on the Age, oil and iron in modern, grain and iron in earlier.

Anyway I think that the PG system or some non-copyright infringing variation is what Civ 3 needs.

I think that map scale is a 'big' issue. Especially when a person tries to play a "real-world" map. You get only one or two cities on an island the size of the U.K., and only one on Denmark!

Sure, a bigger map makes for a more complex game.... unless we have a good method for dealing with, say, 400 cities!

So, a really good way of zooming in and out is needed, maybe 'world', 'continent', 'country', 'province' and 'city'.

Battles would zoom to a screen of size appropriate for the unit, so ICBMs are controlled at the world level, bombers at continent, tanks at country size, ect. Roman legions, for example, should be fighting at a city level zoom.

For trade:

The market system from Imperialism 1, with simultaneous turns.

This was a great system, it had real supply and demand.

A tactical combat like Panzer General would be very good, so you to command a division or let do the computer (automated option) when the result is obvious. There is a random generated map with the main things of the area, like forrest, a river.
The area should consist of 9 fields so that more units can enter the battle.

I talk about 8 squares around a city and one the city itself. So you can encircle a city and attack from three sides at one time.

I think the idea to have 9 fields as you say is real good, you can have artillery firing from all over while the marines prevent the city from being reinforced. I think it could be really good but perhaps too much of the game will be spent fighting while the purpose of the game might not be that at all.
But there is a slight problem: how do you do this with the current rule of Zones Of Control?
