There are certain things that certain governments should not be allowed to built but can do so anyway. Such as the Mind Controller. Why should a virtual democracy be allowed to build this improvement? Just like there are certain-gov-only units, how come anyone can build any improvement? |

That's a good point. Is this the only improvement that has this conflict? I don't know if improvements can be made gov-dependent or not. |

I agree, there are a lot of conflicting situations that arise.... robototic plants in Ectopian societies, the Egalitarian act under Technocracy; it would be interesting to post this in the creation section and see what people come up with |
