Would it be possible to add the folowing with SLIC :
- A new order for some units (for instance the Spy), that would create rebels : the target city pop decreases by one, and a militia units, controled by the owner of the spy, appears in the same tile as the spy?

Not sure but I think it is. You'd need to change Orders.txt to add the order and somehow have some SLIC code trigger when this order is executed. But the main problem is that the AI probably can't deal with this.
