I noticed these lines never change in the difficulty settings (DIFFDB.txt from easy to impossible..anyone think of anyway we can use them ?

DISTANCE_FROM_CAPITOL_ADJUSTMENT 0

I've also noticed that my war discontentment in a city always stays at 0...I dont think its accuractly reflecting the discontentment...anyone else notice this ?

also..do these lines from strategies.txt under the "default" build list section have anything do with the overproduction of aircraft carrers and transports that dont get used ?

I don't know about the parameters in the DiffDB file you spoke about (I'm also curious), but I do know that I've gotten plenty of war weariness in my cities before. I've had as much as -3 happiness because of war (depending on the size of the city). I guess if you stay at war long enough, you'll see the effects.

It can depend a lot on the government.

Fascism handles war discontent well, so you might never see it. With Democracy, you can have unhappiness even if you're not at war and the units outside of cities are only sentries, or ships delivering units and exploring.
