Diplomatic relations can be changed for scenario making by sending diplomats to opponent cities and holding those diplomatic receptions to improve relations. Also, one can play a few turns as one Civ or another and offer advances, money, whathaveyou to opponents to change relations.

Yes, this means "playing" the game sort of in the background before saving it as a scenario. I don't know if any other way of presetting this variable.
