No, it is not because the forum is broken and you cannot post that there are no messages in this form.

So where do most discussions take place? Can we keep up will all Freeciv developments through this forum or do we need to visit the Freesiv site regularly or even subscribe to the newsletter?

Luckily there is a lot more going on in freeciv than what happens in this forum or the apolyton freeciv section.

Most development takes place on the freeciv-dev mailing list. A few non-code discussions takes place on the freeciv mailing list. We also have a freeciv-data mailing list for creation/changes to nations, rulesets and graphics.
To track the changes to the development version (CVS), you should subscribe to freeciv-cvs. Note that you can (of course!) also download and play with the latest development version.
To subscribe go to this page: http://www.freeciv.org/mailinglists.html
An archive of previous discussions are at http://arch.freeciv.org/
