This has happened to me twice. I found that if you explore the sea borders early you could obtain sea engineers from old ruins. Some ruins in the water turn into cities that want to join you civilization. When you disband the city and it turns into a sea engineer. You can have sea cities in 3000BC. I do not know if it is much of an advantage, but I thought someone would like to know.

It is some sort of program glitch. The ones I found were surronded by 5 land tiles. They weren't in the middle of the ocean.
