For myself, being a builder type, Ecotopia seems to be the hands-down best government. (But then, I hate pollution.) However, I am new to CtP (played Civ2:ToT and SMAC/X). I understand why a warmonger would like facism. But why would a builder go for Virtual Democracy, when Ecotopia has special units, better military support, and less pollution?

Having a higher city cap is a very big deal. Virtual Democracy has the highest. If you don't need, want or conquer many cities, a different government choice may be good.

Speaking of Ectopians, did you know that 'NADER' (as in the Green Party candidate I guess) was an AI personality name in the CtP2 files?

Well, the poster (which, I admit, is wildly inaccurate in many places) gives them both limits of 60 cities, IIRC.
