I know this is a case of RTFM, but I REALLY wish I had known that the maximum city radius was 5 (FIVE!!) squares. My map, with the city size dashes, looks like Salidor Dali's nightmare!!

Read the manual, page 27, third line from below:

"control every terrain tile within a five-tile radius of the city centre!"
