Noticed that the AI was cheating (or was it?) According to the Great Library (and also according to me trying to build them) you cannot build Roads on Forest Tiles.

So what describes my amazement when I discover that the Romans I'm playing against build roads between their cities in the woods. Is this because they're Romans, or is this a bug?

Everybody can build roads on forests but the cost is 200 instead of 60.

Merci Ferdi, will have to save up my PW then. In that case it is an error in the Great Library.
