its ctp-base. There is a forum too.
Palpatine is the author. I am co-author and help him a bit. We also provide mirrors for some downloads like the patch or the WW2 Scenario.
For discussions check out the forums mentioned above.
Oh and there is also a list of all military units available (with their most important stats plus a picture of each). Check it out.
