I am using mayors in some cities, and micromanaging others. Whether I am using a mayor or not, I get a "Build Queue Is Empty" message. Is there any way to tell the difference between a "real" (non-mayor) build queue empty and a "false" (mayor will fill queue) build queue empty message??? I'm up to about 30 cities, so cycling through all of the messages is getting to be a pain.

dont cycle through the messages, just hit the empire manage(f2), check the status tab, sort by mayor setting, and see the cities with empty queues and not mayors assigned
