1. use SMAC notion of multiple levels of city defense.

2. some of the basic stuff should be easier to build. Maybe I am just a mediocre player (my best is an Alpha C. landing in 1865 on Emperor) but there is a very boring period where I am trying to build temples, marketplaces, granaries, libraries and city walls.

3. SAM should be an actual weapon, like it is in real life. SAM don't help Alpine Troops fight stealth fighters.

4. designating a square as a park could be a cheap way to make people happy once a city is big enough. the desigation would last at least for several turns and cause discontent if you later wanted to use it. The type of terrain could be a factor

This is a repost

The idea with customized buildings is like this:
You have a building workshop much like the unitworkship in SMAC. When you get a new tech - like Trade - you get a new basic ability - in this case Basic Trade (+50% gold). A building with the ability should automaticly be added to the list of buildings with a predetermined name - Marketplace in this case. Buildings could then later be upgraded and given new new abilites. This would mean that Bank is an upgrade of Marketplace as the Advanced Trade ability becomes available (+100% gold). The added abilities would be things like Elecrified (+25% to whatever +% there already is), Underground (most massdestruction weapons won't affect the building), Pressurized (water and space proof), Online (on a computernet, +25% to whatever +% there already is).

I think that this should remove the strangeness of a modern city having marketplaces and temples and other outdated buildings. It would also give some more stuff to play with, in terms of building cities underground or perhaps the statereligion has banned elecricity...

Yhea, it's true that the actual buildings are still there, but there just ain't no +50% cause of a marketplace, baby. Thoose temples' been replaced by cathedrals, just ain't closed the old place down first.
Point being, they're there, they don't matter. They fill a need, I know this, which isn't replaced by the the building which would replace it, ie marketplace - bank. But from the civilization's point of view, and it's rulers, the main place of buisness / praying has changed. The marketplace in every english city isn't something politicans bother with, the stock exchange on the other hand is.

The buildings that remain today from that time are noting like they were at that time, granaries are a perfect example. I would say that there's a big difference between a granary without elecricity and one with. Ofcource, it would mean a senceless amount of micromangement to have two regular buildings with theese properties, but if you had a customized building system which automagically made a new and improved buildingtype of each existing and offered you to upgrade all existing and future ones. This would be rather easily done with a list in each city with buildings that shall be modernized. The upgrading process would be done by diverting the production not only between 'normal' and 'public works', but also to 'modernize', where each city has it's own modernize pool which goes to producing the upgrades, so that both the upgrade-list and the normal one is worked on simultaniosly.

I really think this would be a much more realistic and not totally unfun way of doing things.

Oh. One more thought.
The creating-part in the workshop interface was really good in SMAC, but the list could have been handled a lot better, preferably with some sort of categorization-system.

I like the modernization idea, but some of those buildings wouldn't go together. Marketplace to a bank? I don't see it. Also, I've seen open air markets in lots of modern cities, so you might not want to knock that off.

Granaries? Drop them, perhaps. I do like their benefit in the early time period...maybe they could become obsolete after a while, and another improvement takes their place, such as the Supermarket (in addition to its +50% food.)

I think there should be a limit to the amount of buildings you have in a city because of the simple logic that citys are only so large. I think there should be something like multi-floor buildings and then later skyscrapers as technology increases, differan't materials making skyscrapers taller and stronger. Citys should have to deal with natural disastours like earthquakes and hurricanes. You would therefore have to make special buildings that can withstand thos kind of events. These should not be thought of as "random events" because they aren't. You don't have to place your city on a fault line, but it may be in a time where there is little to no knoledge of geology. You should also be able to make your buildings bomb proof from spys, religious groups, or even stealth fighters. Though there shouldn't be any perfect armor. That's why I too think there should be a system of designing buildings like in SMAC. You should also distribute the room in your buiding to differant things e.g. Floors 3-5 will be leased to private buissnesses (that wouldn't work if your commuist), 6-15 will be goverment factories, 16-24 will be entertainment for your citizens, 24-39 will be apartments for your citizens, 40-50 will be leased to private buisnesses. I understand that most people won't want to bother whith playing an internal game of SimTower in Civ3 so the Arcitect would be extremely important, an arcitect would be choosen by you to design a new building. There would be a couple you could choose from, some would be very good at designing factories while some would prefer skyscrapers or even power plants, some would build purpose built buildings that are efficiant and low in cost, some would be better at building extravogent buildings, some would be good at building spare no expense high security structures like military bases. You should be able to actually talk to the arcitect and tell him what you want and how you want it. The way you make good arcitects would be building schools and colleges and then Universitys and then going so far to make special arcitectual schools (I have similer ideas on how schools would effect military comanders see radical ideas) of course you would need to build special buildings like barracks, power plants, parks, libaries and goverment buildings. You actually might want to rely on your Govenor to tell your arcitect what their specific city needs. Designing a new building should cost money so they should ask your premision to start research on a new design, and they shouldn't start a new design every time you learn a technology. Its all about smarter AI and I hope they employ it.

The Governor feature from SMAC is helpful but i think it could go much further. I think you should be able to pick a govenor from a list of people, or you could choose to let your population pick a govenor in elections if you have a democratic goverment. The canidates would all be very differant, some would be centerd twords the economy, some would be trying to make lives of your citizens better, some would be liberal some would be conserative. You could build schools, colleges, or whatever and the city managers would become more intelligent. You would of course be able to take control of a city yourself but it should be incredibly hard to do so. And public support for you should lower. When you place a govenor you choose riots might break out if the people don't like him. It would even be nice to get the computer to put toghether a newspaper of sorts to show public opinion. This should be as uncheezey as possible and if it would be possible no one article would be like anyother. This would bring what your doing into perspective. And you actualy might think twice about those disturbing technologys in SMAC.

I think an important part of making the game more realistic is to have plenty of eye candy. So many times you build something and you have a basic idea of what's going on in that base but you don't really know what you did other than increase production. Immersion is one of the most important parts of a game and Civilization has alwase has it but the way a novel has it. Sure you've got videos for Wonders but you should be able to actually look at your city and see what it's become. I think alot of people would like to change from Nazi resign when they see what it really is like on their citizens. This goes along with my idea above about picking your governors and building designs. I can't tell you how many times I tried to figure out just what the hell it was like living in the differant factions in SMAC. You should be able to talk to every day people about how they like living in your country, you should watch riots take place, you should be able to actualy see what's going on during a military siege. Just some way to lower the apathetic feelings most people have for their citizens in Civilization. It would make the entire game better

If the option of take prisioners/slaves from the war (enemy units surrendered of enemy cities taken) is avaliable, I would suggest the following city improvements:

PRISIONERS CAMP: Allows you to increase the manpower of your city with prisioners taken from the war, when enemy units are defeated. The prisioners should be free if a peacy teatry is signed, or could be exchanged during the war.

SLAVES MARKET: Similar to prisioners camp, but for the ancient times or for political sistems that allows to own slaves. You can also make slaves by taking enemy cities, and slaves wonīt be free for peace teatries, only for "abolition of slavery", which in compensation will help to your society to growth in cultural/political terms.

Forget one thing:

"Abolition of slavery" could be a wonder of the world. When one civ builds it, it automatically declare the abolition in its territory, and any other civ are requested to pass an abolition ordenance. If one civ dont do it, the UN (a la SMAC, if implemented) will consider this an atrocity. This is historical, remember that slavery didnīt allow the CSA to gain allies in Europe.

"Ginebra convention" could be a similar wonder that makes an atrocity to use prisioners as workers.
