Make the entire world plains- no water, no streams, just plains...

Start six AI Civs in the four corners and two in the middle.
Start yourself in the middle of the map.
Build only seven cities.

As soon as you contact all the AI civs then don't build anything other than defensive units in your cities (unless of course they go into disorder), then set your luxuries to 0%.
