Everyone knows that if one of your cities falls into disorder in a democracy for more than one turn your citizens will launch a revolution. After a period of anarchy your people will set up a new government. But who actually chooses the new government and continues ruling the nation? You do. Did the game developers have a purpose for that? Isnt that kind of odd?

No... It's not weird at all. The fact that you might have to stay in anarchy for a few turns is penality enough for allowing cities to remain in revolt. The loss of science and money is a killer.

Now, it would be really fun in MP if your enemies could choose your next form of government

It would be really tough if the game randomly chose a government for you and you would have to revolt and spend some more turns in anarchy before being able to choose for yourself. (Assuming you're not content with the choice, see finbar's post )

Probably unbalancing?
