I've noticed in a few instances (particularly in Monarchy when i'm not supporting any units) that my city screen indicates a "waist" of shields. In the blue shield line where it gives the amount of support/production it shows 2 shields in black above which it sais wast.

How is it that the citiy is waisting shields. Can i only have so much production per citizen or something to that effect?

It has to do with corruption which varies with government types.Courthouses cut it in half.No corruption in Democracy and very,very little in Commie

Yes.You will notice different terrain/special types produce different levels of corruption.Distance from capitol influences corruption also

sometimes,after corruption,a "special" doesn't produce any more than a non "special"

Fundamentalism is, contrary to what the manual says, also 100% corruption/waste-free.
I've had, and still have, huge empires with zero corruption/waste under Fundamentalism.

the manual say Fundy has very low levels of corruption.I guess 100% could be considered very low

Oh yea of little faith! Here are a few pointers not stated in the manual from a true believer:
Like i said; no corruption/waste whatsoever.
Temples, collosea and cathedrals require NO maintenance!
The number of people that would have been made content by Oracle/J.S.Bach's Cathedral under any other government is the same number of extra tithes you get if you own the respective wonder(s).
The downside of Fundamentalism is ofcourse the -50% research, but that can easily be neutralised. With all the extra gold you make from tithes and the savings on maintenance you can buy a whole bunch of caravans. Send them to a far away big city on another continent and you'll not only make big money, but your 'researchtubes' will increase big time. The extra gold you make from the traderoutes can be invested in new cararvans again etc. etc.
Another thing about Fundamentalism is the free support for up to ten units. But beware, i have found that in some games it is only 8. But that's still good enough for me.
