I'm assuming you're talking about the view city option.
If that is what you are talking about, no I have never seen the barbarian flag.------------------

Red=Barbarian right?

The "Wonder" icon has a few flags... right, you are.
It just so happens, too that 'what a coincidence' more plainly colored symbols are there also!
U-nited N-ations building off 43rd in New York has about 146 countries (and counting) patriotic flags waving proudly in the coastal wind of the Atlantic ocean, on the top of their mast... I have seen them from an Helicopter, and could not distinguish a "Barbarian's" sponsored spot.
Peace Keeping forces should have one, tough. I suspect, it wouldn't be colored red... probably BLUE with a very well recognized white symbol in the middle of branches.
But, probably IT couldn't be outfitted on a 90 pixels wide picture by the artists.

I think that the barbarian flag on the UN is intentional, sort of an inside joke amongst the CIV II team.BTW: I think there are like 189 UN members and the UN recognises a further 6 or 7 countries |

Icon for a game and reality are two very different things.
