Which city improvements increase the shield production? Is there any difference between certain combinations of improvements?
Does Solar plant increase production? Is there any difference if I build a manufacturing plant?

Another thing is that I can't build nuclear plants. Is that because of the Hoover Dam?

Here's a list of production-increasing improvements aside from railroads in the city radius :
1-Factory.
2-Power Plant.
3-Manufacturing Plant.
Hydro Plant, Nuclear Plant and Solar Plant increase production in the same amount a Power Plant does only they differ in the amount of pollution they cause.
If you have the Hoover Dam, you have a Hydro Plant in all your cities, hence the inability to build Power Plants and Nuclear Plants.
A Solar Plant eliminates all production-based pollution.
First you need to build a Factory, then, if you have the required technology, you can build a Power Plant, Hydro Plant (only if there's a river or ocean square in the cityradius), a Nuclear Plant or a Solar Plant. After that you can build a Manufacturing Plant. Usually i'll build Factory, Power Plant, Manufacturing Plant and when i get the required technology a Solar Plant and sell the Power Plant.

the civlopedia says hydro plants can be built where there is "rapidly moving water".This seems to translate as cities with rivers and mountains.I'm not positive about terrain placement but I think you need a mountain beside a river to be precise.

Neon's Hydro plant test. Hydro plants can only be built on or next to a river or a mountain square.
