I believe the two most important factors are number of wonders and population. |

To be precise, I think it's based on civ score. From memory (so I might be mistaken): 25 pts per wonder, 2 points per happy, 1 point per content/specialist, 0 points per unhappy. So the top cities tend to be the ones with the wonders. |
